Dr Joachim I. Ezeji is a water-security, climate-resilience and infrastructure-finance specialist with more than two decades of experience advising governments, public utilities and international development institutions. His expertise spans water-sector reform, climate-risk integration, infrastructure and asset management, institutional strengthening, project preparation, and the structuring of innovative and blended finance solutions for resilient infrastructure across Africa and internationally. Dr Ezeji earned his PhD from Loughborough University, United Kingdom, where his doctoral research focused on increasing the resilience of urban water utilities to extreme weather events. His research examined how water utilities can better understand and manage vulnerabilities arising from extreme weather and strengthen the resilience of critical urban water systems—an area that continues to inform his work on climate risk, infrastructure resilience, utility management and investment planning.
He subsequently earned an MBA from Nexford University, United States, complementing his technical and policy background with advanced capabilities in business strategy, finance and organizational management. He was also appointed a Watson Scholar at Brown University in the United States. His continuing professional development includes executive and specialist training through the Public Utility Research Center (PURC), Warrington College of Business at the University of Florida, the Asset Management Academy (AMA), United Kingdom, and the Project Management Institute (PMI). He is a Project Management Professional (PMP) and holds professional memberships with the Institute of Asset Management (IAM), United Kingdom, and the Canadian Network of Asset Managers (CNAM).
His international development experience includes serving as a Water, Sanitation and Hygiene Specialist with UN-Habitat's Water for African Cities Programme; a Regional Water Resources and Ecosystems Specialist with the United Nations Development Programme, supporting countries across the Middle East and North Africa; and in senior water-sector advisory roles supporting programmes financed by the United States Agency for International Development (USAID) and the Japan International Cooperation Agency (JICA) in Nigeria. Across these assignments, he has contributed to water-utility strengthening, institutional and governance reforms, infrastructure planning, climate resilience, and the development of more sustainable and financially viable water systems.
Dr Ezeji is a Fellow of the Nigerian Institution of Water Engineers (FNIWE) and is listed on UNICEF's Global Roster of Climate Policy Consultants. His work increasingly focuses on the intersection of infrastructure risk, asset resilience and capital, particularly the challenge of translating climate and infrastructure risks into projects capable of attracting appropriate forms of public, private and blended finance.
As Founder and Chief Executive Officer of GoG Resilience Capital Inc., Dr Ezeji leads the development and structuring of resilient infrastructure investment opportunities, with particular emphasis on water security, climate adaptation and other essential infrastructure systems. The company's approach centres on converting identified climate and infrastructure risks into well-prepared, risk-informed and financeable investment propositions by connecting technical project preparation, resilience planning, institutional capacity, risk allocation and innovative finance.
His professional work is anchored in a question that has increasingly connected his doctoral research, international development experience and infrastructure-finance practice: How can governments, utilities and communities meet the infrastructure needs required for future growth while maintaining existing assets, strengthening their resilience to climate and other shocks, and doing so within sustainable financial frameworks? This perspective places Dr Ezeji's work at the intersection of water security, climate risk, infrastructure asset management, resilience and investment structuring—linking the physical resilience of infrastructure systems with the institutional and financial capacity required to sustain them over their lifecycle.
